Dr. Peter Cowley is the Senior Health Finance and Delivery Expert for the World Health Organization (WHO) and has lived and worked in the developing world for over 20 years. He has been stationed in Honduras, Uganda, Cambodia, the Republic of Georgia, Barbados, the Philippines and now in Geneva. Dr. Cowley also worked for the World Bank in Washington, DC on cost-effectiveness topics, and the Pan-American Health Organization (PAHO) in Honduras and Barbados, where he respectively worked on polio elimination and health systems strengthening activities. Whilst working in Uganda, Cambodia and the Republic of Georgia, he led numerous large United States Agency for International Development (USAID), Global Fund and Asian Development Bank funded projects focusing on the private sector, e-health, HIV/AIDS and TB. He authored numerous peer-reviewed publications and book chapters on health finance topics. Dr. Cowley is a Phi Beta Kappa graduate of the University of Texas at Austin and received his MD from the Baylor College of Medicine. He completed his residency in International Health at Johns Hopkins, where he received an MPH and concurrently focused his studies on health economics.
